The only way to prevent a PDF from being converted to Word is to use PDF DRM software. While you can password protect a PDF, once a user has been given the open password they can easily remove any restrictions and do what they want with it.
Check default program settings: Right-click on a PDF file on your computer and select Open With from the context menu. Choose Choose another app or Open With Choose default program. Make sure that Microsoft Word is not selected as the default program for opening PDFs.
The process is similar to how to make a PDF secure: From Security, click Manage Security. Click Set a password to restrict editing of security settings to prevent tampering. Set the restrictions you wish to limit, such as copying. Click ok to save your settings.
Open Microsoft Edge or any other internet browser. Navigate to the Acrobat online PDF compressor. Click Select a File and locate your PDF, or simply drag and drop it to the Compress PDF field. Once your file is compressed, download your file and be sure to see how many bytes the compressor shaved off.
