This is probably because at some point you decided to freeze the panes. To fix this, click View Window Unfreeze Panes.
Freeze or unfreeze rows or columns To pin data in the same place and see it when you scroll, you can freeze rows or columns. On your Android phone or tablet, open a spreadsheet in the Google Sheets app. Touch and hold a row or column. In the menu that appears, tap Freeze or Unfreeze.
If you want the row and column headers always visible when you scroll through your worksheet, you can lock the top row and/or first column. Tap View Freeze Panes, and then tap the option you need.
How to freeze columns in Excel Select the column (or the first cell in the column) to the right of the last column you want to lock. Go to the View tab, and click Freeze Panes Freeze Panes.
Click the header for the column you want to unfreeze. Click the More button on the ribbon. Select Unfreeze All Fields.
