The notwithstanding clause, which is Section 33 of the Canadian Charter of Rights and Freedoms, allows Parliament or provincial legislatures to override certain sections of the charter and invoking it ahead of time prevents courts from weighing in.

In 1988, Quebec used the clause in response to a Supreme Court of Canada decision that the provinces law allowing French-only on commercial signs offended freedom of expression because companies could not express themselves in their language of choice.
The clause can only override certain sections of the charter including Section 2 and sections 7 to 15, which deal with fundamental freedoms, legal rights and equality rights but cant be used to override democratic rights. Once invoked, Section 33 prevents any judicial review of the legislation in question.
