Remove or change a footnote or endnote separator The Footnotes pane appears at the bottom of your document. You can edit the color or style of the separator by choosing options on the Home tab, or, to delete the separators, click Footnote Separator in the Footnotes list, and then select and delete the separator line.
Thats due to the formatting of your Footnote Reference style. Use FormatStyle to change it.
To Modify the footnote Style; Right mouse click the Footnote Text style Choose Update Footnote Text to Match Selection from the list. The style will change and become the default but only in this document. Any existing and new footnotes will have this style as well.
The footnotes are a list. Either one list on each page, or one list for the entire document. If they are set to Restart Each Page and you add a new one to a page that doesnt have any, then you will indeed get a note numbered 1.
