Only 30 out of 116 Burgesses remained, but one of those remaining was Patrick Henry who was attending his first session. Henry led the opposition to the Stamp Act; he proposed his resolutions on 30 May 1765, and they were passed in the form of the Virginia Resolves.
The Virginia Resolves were a series of resolutions passed on May 29, 1765, by the Virginia House of Burgesses in response to the Stamp Act of 1765, which had imposed a tax on the British colonies in North America requiring that material be printed on paper made in London which carried an embossed revenue stamp.
Colonists objected to the Stamp Act and the Quartering Act for the same reason. Both extracted money from Americans without their consent, so both violated the principle of taxation without representation. Colonists rioted against the Stamp Act, forcing the resignations of nearly all of the men sent to enforce it.
The Stamp Act, however, was a direct tax on the colonists and led to an uproar in America over an issue that was to be a major cause of the Revolution: taxation without representation.
Resolved, That any person who shall, by speaking or writing, assert or maintain that any person or persons other than the General Assembly of this Colony, have any right or power to impose or lay any taxation on the people here, shall be deemed an enemy to His Majestys Colony.
Patrick Henry wrote the following five resolutions against the Stamp Act and introduced them to the House of Burgesses on May 29, 1765.
