The buyer must complete an Application for Certificate of Title with/without Registration form, attach it to the title and submit to a motor vehicle service center to transfer the title into their name. This must be done within 30 calendar days to avoid a late transfer penalty fee.
Form 130-U (Application for Texas Title and/or Registration), signed and dated by the seller(s) and buyer(s). If seller is unable to sign the Form 130-U, a Bill of Sale from the out of state seller can be provided instead. The Form 130-U can be found under the Forms tab on the TxDMV website.
How do I obtain a trip permit? If you bought the vehicle from a licensed dealer, the dealer will give you a Temporary Registration Plate that allows you to operate the vehicle for any purpose. If you purchased the vehicle from a private sale, you may obtain a Restricted Use 3-Day Permit at azmvdnow.gov.
You can renew your registration and waive the Texas vehicle inspection requirement either online or by mail. By mail: submit the following to a county tax office in Texas if you are not eligible to renew online: Renewal notice, vehicle identification number, or plate number.
You will need: The original and complete Texas Department of Motor Vehicles renewal notice. Proof of insurance that meets Texas minimum requirements (They will check it electronically but if it doesnt show up in the state database, you will need to show your insurance card.)

License plates can be renewed online using DRIVES e-Services, at a Self-Serve Kiosk (if your county participates) or at your County Tag Office.
The cost of a standard license plate is $28. A personalized license plate can cost upwards of $70. The License Plate transfer fee is $7. You may also have to pay sales, use, and local discretionary taxes on your car during the first-time registry.
