this is just a quick video to show how to handle bulletins above or below your fixed navigation so as you can see here i have a fixed nav but my bulletin is not scrolling along with it correctly so the way to fix this is go into the settings screen and then add your css selector of your navigation in our case thats dot nav bar and click this to be yes you can then go into the edit of the bulletin and you will see in the display options that another option appeared header banner scroll type you can now set this to be fixed so if i save my bulletin and then refresh you can now see that the bulletin scrolls along correctly alternatively you can also show this below your header so you can enable that option save and just refresh and now my bulletin shows below my header

Sticky headers (or persistent headers) are a common pattern for keeping the header of a website or app in the same place on the screen while the user scrolls down the page. A version of this pattern is the partially sticky header, which (re)appears at the top of the page as soon as the user starts scrolling up.
The best way to do this is to set a new CSS class for the fixed position that will get assigned to the relevant div when scrolling goes past a certain point. If the trigger point is unknown but should be whenever the sticky element docHubes the top of the screen, offset().
