Document Studio is an add-on that allows you to merge data from Google Sheets and Forms. Watch the getting started guide for new users. Create a Google Form for vendors to accept an agreement. Once accepted, a copy of the agreement is sent to their email. Use checkbox field for agreement acceptance.
