This new text size control is located in Control Centre, so to activate it jump onto the Settings app and then scroll down to the Control Centre options. From here you can add additional sections into Control Centre and if you scroll down you should find Text Size as an option. Tap the + button to enable that now. Of course you can rearrange the objects in Control Centre by dragging and dropping them just like this. Ill move my Text Size one slightly higher up in that list. From then on its as simple as swiping down from the top right corner of your device to bring up Control Centre and then tapping on that new Text Size button.
