To rotate a page in Foxit Phantom and save it, ensure the home tab is selected and use the rotate pages button. You can rotate left or right 90 degrees with each click. For larger PDF files, use the multi-page rotate button. It's important to use the rotate pages button, not the rotate view button, as the latter won't allow you to save the rotated page. By using the rotate pages button, you can save the PDF successfully, even after closing and reopening it.
