If your site generates hazardous wastes, you will likely deal with Land Disposal Restrictions (LDRs) at some point. In a nutshell, hazardous waste may not be placed in a landfill or surface impoundment until it has been treated to make it safer for the environment.
The Resource Conservation and Recovery Act commonly referred to as RCRA is our nations primary law governing the disposal of solid and hazardous waste. Congress passed RCRA on October 21, 1976 to address the increasing problems the nation faced from our growing volume of municipal and industrial waste.
The LDR program requires listed wastes or characteristic wastes that are to be land disposed to meet land disposal treatment requirements. Land disposal treatment requirements are expressed as either numeric concentration limits or required technologies.
In 2005, amendments to Regulation 347 implemented Ontarios Land Disposal Restrictions ( LDR ) program for hazardous wastes. The LDR program affects hazardous waste generators and the waste management industry that treats and processes all hazardous wastes that are to be land disposed.
Types of waste that are commonly hazardous include cleaning solvents, spent acids and bases, metal finishing wastes, painting wastes, sludges from air and water pollution control units, and many other discarded materials.
HSWA - the Federal Hazardous and Solid Waste Amendments - are the 1984 amendments to RCRA that focused on waste minimization and phasing out land disposal of hazardous waste as well as corrective action for releases.
Hazardous waste is a waste with properties that make it potentially dangerous or harmful to human health or the environment. The universe of hazardous wastes is large and diverse. Hazardous wastes can be liquids, solids, or contained gases.
Underlying hazardous constituents refers to any constituents reasonably expected to be present in the waste at the point of generation above the concentration-specific Universal Treatment Standard (except vanadium and zinc).
This regulation is a part of the EPA (Environmental Protection Act), which is a provincial legislation in Ontario. The purpose of this regulation is to focus on waste management and inform the residents of Ontario how they can dispose of their waste in a way which is focused on public health and safety.
The LDR program ensures that wastes are properly treated prior to disposal. This makes hazardous waste less harmful to ground water by reducing the potential for leaching of hazardous constituents and by reducing waste toxicity by destroying or removing harmful constituents.
