Decimal, binary, hexadecimal, and base 64 are all positional numeral systems utilizing symbols to represent values. Base 64 is used in computer software to encode binary data, with a set of 64 symbols including upper and lower case letters, numbers, a plus sign, and a forward slash. Base 64 encoding converts data into ASCII text format for transmission in a text stream or storage in an XML document. It typically converts binary data containing non-printable characters into ASCII before sending as an email attachment. Base 64 encoding operates by converting three characters of input successively.

There is no shorter version of base64. But what you can do is retrieve only the first characters of the base64 result; with cut for instance. Using cut this way is also safe if the base64 result is shorter than 10 characters.
Although Base64 is a relatively efficient way of encoding binary data it will, on average still increase the file size for more than 25%. This not only increases your bandwidth bill, but also increases the download time.
Each Base64 digit represents exactly 6 bits of data. So, three 8-bits bytes of the input string/binary file (38 bits = 24 bits) can be represented by four 6-bit Base64 digits (46 = 24 bits).
There is no encoding that reduces size. Encodings are just mappings of bits to the character they represent. That said, ASCII is a 7 bit character set (encoding) that is often stored in 8 bits of space. If you limit the ranges that you accept, you can also weed out the control characters.
