If you cant type into a form field on a pdf, it may be due to a browsers default viewer for pdfs. Fillable forms require docHub or Acrobat Reader/Acrobat DC to fill them out online or on your computer. Many browsers use a different pdf viewer by default that doesnt support fillable form fields.
Open a PDF file in Acrobat. Click on the Export PDF tool in the right pane. Choose Microsoft Word as your export format, and then choose Word Document.
Heres how: Open Acrobat, click on the Tools tab, and select Prepare Form. Select or scan a document, and Acrobat will automatically analyze your file and add form fields. Review areas highlighted in blue to be sure the fillable fields are in the correct locations. When youre done, click Close Forms Editing.
