PowerPoint Designer doesnt offer design suggestions while two or more users are actively editing the same slide. Make sure that the layout youre using is either Title or Title + Content. Do not use any additional objects or shapes on the same slide as your photo. Use a maximum of four photos per slide.
An administrator may have turned off Designer Designer is a feature for Microsoft 365 subscribers, but some organizations turn off the feature. If you have a Microsoft 365 subscription but dont see the Design Ideas button, ask your IT department.
First option to Create a Color Overlay in Google Slides. Insert your image, then go to Insert Shape. Ive chosen a triangle because I dont want to apply the overlay to the whole image. Select your shape and go to Fill Color, select CUSTOM, choose the one you want and adjust its transparency. And thats all.

Insert your image into PowerPoint. From the Format Picture menu, select Artistic Filter and choose one to apply. Copy the image and paste elsewhere on your slide as a picture. Repeat steps 2 and 3 as often as you want to build your look.
