If you cant copy text from PDF, its most likely because the Content Copying option is disabled. Youll need the password for the PDF to unlock that feature. If you dont have the password, there are ways to bypass that.

You can select and copy text from a PDF opened in Preview, then paste it into another document such as an email message or text document. In the Preview app on your Mac, open the PDF you want to copy from. Do any of the following: Copy text: Choose Tools Text Selection, drag over the text, then choose Edit Copy.
To copy the image so that you can paste it in a document: Choose Edit Copy. To remove everything outside your selection: Click the Crop button in the Markup toolbar (or choose Edit Invert Selection), then press Delete.
Preview does have a Signature tool but it does not support using an existing signature image file. It is possible to paste an image into a PDF page from the clipboard but you must first convert the image to an object image first.
