Gary from MacMost.com explains that you cannot directly edit a PDF on your Mac using Preview. Instead, you need to edit the source document, as PDFs are meant for viewing. In Preview, you can highlight, annotate, export, and rearrange pages, but you cannot edit the actual content. These actions fall under the realm of Markup.

How to convert JPG files and scanned documents to PDF: Open the file in Acrobat. Click on the Enhance Scans tool in the right pane.
