Editing the content of the document requires editing the source file. Marking up the PDF falls under Markup features in Preview.

Use the Combine Files tool to merge Word, Excel, PowerPoint, audio, or video files, web pages, or existing PDFs. Acrobat lets you preview and arrange the documents and pages before creating the file. You can delete unwanted pages and move individual pages from a document anywhere among the combined pages.
Combine files into a PDF on Mac On your Mac, click the Finder icon in the Dock to open a Finder window. Select the files you want to combine into a PDF. Alternatively, you can select the files on your desktop. Control-click the selected files, then choose Quick Actions Create PDF.
In the Preview app on your Mac, open the PDFs you want to combine. In each open PDF, choose View Thumbnails to display the page thumbnails in the sidebar. Drag the thumbnails you want to add to the thumbnail sidebar in the other PDF.

Select File Export. Click Create PDF/XPS Document, then click Create PDF/XPS. In the Publish as PDF or XPS dialog box, choose a location to save the file to. If you want it to have a different name, enter it in the File name box.
Click File Export. On the File Format menu, click, PDF.
