Steps to turn a PDF into a web page. Open the file you want to convert in your PDF editor. Select the Create Edit button on the right-side toolbar. Click Export PDF at the top of the window. Choose HTML Web Page and select your options. Click Export and choose the folder where you want to save your new page.
For single page, open the PDF file in Preview, the built-in PDF viewer in macOS. Now, manually copy the text you need from the PDF. After that, paste the copied text into a text editor or a web development tool and manually format it as HTML.
If you want to convert a single PDF to iWork Pages on macOS 11, you can go to the File menu first. Then select the Export To Pages button. If the PDF file is scanned or an image-based PDF, you can turn on the OCR option. Finally, click Convert to start the process for how to convert PDF to Pages.
