If you use the Insert PDF add-in for Visio, your diagram will open in the native Visio format. But, if you use a stand-alone program like pdf2picture or PDF FLY, youll need to choose a format to hand off to Visio.

You can insert most types of image files into a Visio diagram. They appear as normal pictures but dont have some features that Visio shapes have, like connection points (although you can still connect them to other shapes by using a connector).
Visio is not a PDF editor application, the application doesnt support PDF, based on my search and test, it is not easy to Convert PDF to Visio for editing.
