Download a reputable PDF conversion app from your devices app store. Launch the app and grant necessary permissions, such as accessing your devices photo library. Select the photo you want to convert or take a new photo using the apps built-in camera. Choose the Save as PDF or Convert to PDF option.

Convert JPG to PDF in Windows 10 Open the JPG file you want to convert. Click CTRL+P to bring up the Print dialog box. Click the Printer icon to open a dropdown list. Select Microsoft Print to PDF. Click Print. In the new dialog box, your document now has the PDF file extension.
Open that document-picture in the Google Photos app. Hit the 3 dots in the right-up corner. Then scroll through the actions under the picture until you can hit the word Print. Then see if you get the option to save that printcommand as a PDF-file.
If the image is in Google Photos you may use the app to print the image and, instead of picking a printer, select the option to save the photo as a PDF file. To do this open the image in the Google Photos app, swipe the screen up to bring up an options screen, tap Print, and select the Save as PDF option.
