An ACP consumer can only use their one-time device benefit on a device offered by the same provider through which that consumer receives ACP-discounted internet service.
Paul Garnett estimates that based on current trends, the ACP is likely to run out by mid-2024. Extending these trends, funding the ACP broadband benefit (but not devices) for an additional five years could cost $30-$35 billion.
