No, they are different programs. Lifeline is a monthly discount on phone or broadband, or bundled voice/broadband services. The EBB has been replaced with the ACP. The ACP offers a similar monthly discount on monthly broadband services, along with a one-time discount on an internet-capable device.
The Canadian first of its kind reliable, high-speed, low-cost Internet program is now expanding to new qualifying customers receiving income support through Ontario Works, the Ontario Disability Support Program (ODSP), and for senior Ontarians receiving the Guaranteed Income Supplement (GIS).
Congress mandated the creation of the ACP as part of the Infrastructure Investment and Jobs Act, which became law in November 2021. The program was designed as a permanent extension of the EBB, with a handful of changes.
If you currently receive a Lifeline benefit, you automatically qualify for the Affordable Connectivity Program. You can receive both benefits at the same time, but you need to contact a participating provider to enroll in the ACP.
Most eligible families can receive a benefit of up to $30 per month applied to the cost of their internet service. ACP-eligible households who live on Tribal lands are eligible for a benefit of up to $75 per month.
You can contact your current Lifeline provider or a different participating Affordable Connectivity Program provider serving your area to choose a service plan. Some participating providers may require that current Lifeline recipients complete an alternative verification process.
How long will the Affordable Connectivity Program last? The ACP is a long-term program. The government has committed $14 billion to this endeavor, and there is currently no end date.
On November 15, 2021, Congress created the Affordable Connectivity Program, a long-term, $14 billion program, which will replaced the EBB Program.
The ACP itself will last for as long as the federal government provides funding, which is expected to continue for several years. Households that are enrolled in the program will be notified at least 30 days prior to the program ending.
Lifeline is the FCCs permanent program to support affordable access to essential communications services such as broadband Internet access. The ACP is a new program designed to provide additional support to make broadband more affordable for certain low-income households.
