When a road with two or more lanes becomes smaller - usually down to one lane - the traffic has to merge like a zip -- fit into a smaller space, in an orderly way. Merging. Merging is done when two roadways join into one and the traffic on the main roadway must cooperate to allow enough space for vehicles to enter from the merging lane. Neither the merging vehicle nor the vehicles already on the highway have the right-of-way.
Having said that, drivers on the highway have a duty to allow people entering the highway to merge. If you see someone coming down an on-ramp and signalling to merge, you are required to give them space to merge.
