To accommodate this restriction, PGP provides the service of converting the raw 8-bit binary stream to a stream of printable ASCII characters, called ASCII Armor. The scheme used for this purpose is radix-64 conversion. Each group of three bytes of binary data is mapped into 4 ASCII characters.
To decode with base64 you need to use the --decode flag. With encoded string, you can pipe an echo command into base64 as you did to encode it.
