Hi Sanjay, You will not be able to make a field mandatory at creation time based on the value of another field in Jira Cloud. You can do that with Server version using ScriptRunner Behaviours add-on from what I understand.
You cant remove the Required field but you can hide that. 1) Change the field type from Name to Auto Number. 2) Now in the Page layout remove that name field. I hope it helps you.
