To avoid any delays in processing, allow us to assist you with properly completing this application. Begin by selecting the application type, then select the vehicle type or indicate if its an off highway vehicle. In section 1 enter your customer number if applicable. If you would like a hard copy of your title, check the box to the right of customer number to request it to be printed rather than held electronically. This option is not available if you received a loan to buy the vehicle or if the vehicle corresponds to a loan. Indicate if you and or the co-owner are a Florida resident and or alien. Only enter the unit number or fleet number if it applies. If applying for joint ownership, indicate whether the names on the title will be joined by and or or. Do I have to pay excise tax on a vehicle that is given to me by a family member? If the vehicle is titled in Maryland, excise tax (6% of the vehicles value) may not be collected when a family member gives the vehicle to you as a bona fide gift.
You may apply for a clear title in person at any of the MVAs full-service branch offices or by mail to the MVAs title file unit. You must submit the Maryland Notice of Security Interest Filing (SIF) and/or the lien release letter you received, plus the current title for your vehicle.

To successfully transfer a vehicles title in Maryland, you need: A correctly signed title certificate that contains the vehicle sellers name and signature. The Purchasers name and address also needs to be included on the title certificate. A completed application for title (if required)
All other Gift Transfers, the Maryland Excise Tax requirement is waived, however the vehicle must be Maryland Safety Inspected and tags may not be transferred and new tags must be purchased.
Gifted Vehicles: Transfer or registration of vehicle received as gift. The car title has to include the word gift instead of the purchase price, and form REG 256 has to be completed. If you truly received a vehicle as a gift, youre not required to pay taxes on it in California.

The process takes approximately eight weeks. How may I obtain a duplicate registration? To request a duplicate registration you must fill out the Application for Substitute Plates/Stickers/ Duplicate Registration (form # VR-009). A fee does apply for a duplicate registration.
