Merge PDFs on your iPad with the iOS Files app. Open the Files app. Go to the place where your PDFs are saved in the app. Make sure the file is saved in the Files app. Select the three dots at the top right. Select the pages you wish to merge into the existing PDF and select OK or use the drag and drop functionality to place the pages where they should go.
