To create a link annotation, you need the annotate and edit relationship permissions. Click on annotate and then the add link icon, select an area, image, or text with the cursor. The select anchors window will appear where you can search for the links target reference. Add existing anchors by clicking the green plus sign or create new anchors by selecting the option.
