Choose Tools Text Tool. Select the text you want to highlight. Choose Notes Circle, Notes Box, Notes Highlight, Notes Underline, or Notes Strike Out. You may drag circle and box highlights in the document until the highlight is located where you want and has the size you want.
Specific steps are as follows: Open a PDF File; Click Tools - Draw Ovals / Rectangles / Arrows / Lines; Tap Properties at right top and the Properties Panel will expand. There you can customize the shapes color like Line Color, Fill Color, Opacity and more.
To access the Circle properties go to the Properties Tab on the toolbar or right click (Mac: Ctrl + Click) on the annotation and choose Properties in the mouse menu or click on the edit button on the Mini Toolbar. The Circle annotation contains the following property settings.
If the document was flattened you wont have comments on it any more, but you can try to go to menu View - Tools - Content Editing, click on Edit Text Images tool, select the circle by clicking on its border and delete it.
Select Create Custom Tools. Find Comment and then OVAL and add that OVAL Tool then hit Save. A New OVAL button will appear on the right side of the PDF along with all the other tool buttons. Select it and then select the Circle icon on the top of the page.

Open the PDF in Acrobat, and then choose Tools Edit PDF Edit . Select the object (or objects) - click the object to select it. Under Objects in the right hand panel, click Arrange and choose the appropriate option.
