The most common reason why you cant select text in Preview is because your PDF document doesnt contain real text, it is a scanned image of the PDF. To select text in a scanned document you first need to change it to real text using UPDFs OCR feature.
Maybe the PDF has been secured - Restricted documents are often protected against copying. If you cant highlight or copy any text, then the document has been restricted. How to edit a PDF on Chromebook. Use any browser to access Acrobat online and navigate to the edit PDFs service. Another option is to open the PDF file in Files by right clicking it, then choosing Open With, and then select View (the one with the PDF symbol) -- this will open the PDF in a Chrome tab, and you can right click text there as well. Where is the PDF from? Some PDF files can be restricted so that text cant be copied.
