Create a new file size of 100 by 100 pixels, create a new layer and delete the background layer. Zoom in and go to select, choose all, then right click and choose transform selection. Duplicate the layer, filter other, choose offset and convert to smart object. Define pattern as polka dot pattern, then create a new file size of 1920x1080px. Unlock the background layer, layer style, choose pattern overlay and select the created pattern. You can change the dot size and add the pattern to a rectangle shape.
