Opioid Prescribing Rule Enacted in 2017 and updated in 2024 the Rule Governing the Prescribing of Opioids for Pain provides legal requirements for the appropriate use of opioids in treating pain in order to minimize opportunities for misuse and diversion and optimize prevention of addiction and overdose.
The final rule, effective February 18, 2025, allows DEA‑registered practitioners to prescribe Schedule III-V controlled substances, i.e., buprenorphine, to treat opioid use disorder (OUD) through audio-video visits and through audio-only visits in specific circumstances after certain requirements are met.
Bottom Line. Buprenorphine is not the same as Suboxone; Suboxone is a two-ingredient drug used to treat opioid dependence. Buprenorphine is an opioid agonist used to treat opioid dependence OR for treatment of moderate-to-severe pain. However, Suboxone is not used to treat pain.
Claims for opioids buprenorphine/naloxone therapy will only be covered with prior authorization and only in the event of acute pain/surgery not to exceed 5 day course of treatment (see separate criteria below Concomitant Use of Opioid Products with Buprenorphine and Buprenorphine/Naloxone).
