INTRODUCTION: A Financial Liability Investigation of Property Loss (FLIPL) is the manner in which the Army accounts for the circumstances surrounding the loss, damage or destruction (LDD) of Government property. The FLIPL serves as documentation allowing for the adjustment of property books.
FLIPL are normally initiated by the commander, accountable officer, or hand receipt holder of the property in question. The FLIPL is then forwarded to the appointing authority in the chain of command of the person responsible for the property.
The Financial Liability Investigation of Property Loss process starts when the appointing authority, usually a Lieutenant Colonel or above (most often a battalion or squadron commander), appoints a financial liability officer (FLO) to investigate the facts surrounding the loss.
