On July 8, 1870, Congress centralized the administration of copyright law in the Library of Congress at the encouragement of Librarian of Congress Ainsworth Rand Spofford. He served as the Register of Copyrights and used the deposit copies of registered works to help build the Librarys collection.
All works published in the United States before 1924 are in the public domain. Works published after 1923, but before 1978 are protected for 95 years from the date of publication. If the work was created, but not published, before 1978, the copyright lasts for the life of the author plus 70 years.
Recordings fixed between 1923 and February 14, 1972, will be phased into the public domain in the following decades. Specifically, works fixed 19231946 are public after 100 years and works fixed 19471956 after 110 years of fixation.
Copyright registrations and renewals covering the period 1870 through 1977 are accessible through a physical card catalog housed in the Copyright Office and also through a virtual set of volumes titled the Catalog of Copyright Entries (CCEs), which cover 1891 to 1977.
