1- Reports Can Be Handled By The People Most Familiar With The Operation. ASRS reports are handled outside of the flight department by highly trained individuals at NASA. However, ASAP reports are handled in-house by a dedicated group of individuals called the Event Review Committee (ERC).
The database is maintained by NASA, not the Federal Aviation Administration (FAA). Except in cases involving accidents or criminal offenses, the FAA doesnt use ASRS reports for enforcement actions. In short, the system has been designed to avoid disincentives that would deter operators from making use of it.
The ASRS collects, analyzes, and responds to voluntarily submitted aviation safety incident reports in order to lessen the likelihood of aviation accidents. ASRS data are used to: Identify deficiencies and discrepancies in the National Aviation System (NAS) so that these can be remedied by appropriate authorities.

ASAP REPORTING Employee submits a report to ASAP using the ACSF SMS Tool or other approved platforms. The report is processed and reviewed by an event review committee (ERC), facilitated by the ACSF. Once a report has been accepted into the ASAP, the report (and any corrective action) are closed via the ASAP.
