Any person who parks in a space reserved for physically disabled persons and is not displaying distinguishing license plates or a card is guilty of an infraction and upon conviction thereof shall be punished by a fine of not less than fifty dollars nor more than three hundred dollars.
For an initial application for a Permanent Disabled Placard, all applicants (regardless of age) are required to submit a Physicians Statement for Disabled Persons Plates/Placard (Form 1776).
Permanent placards are free but must be renewed every four years. Temporary placards cost $2 and last for 180 days. You may renew them once, with physician approval, for an additional $2 fee. Disabled parking permit license plates are offered with standard license plate renewal fees, at no extra charge.
To park in an accessible space, you must have a valid Missouri State parking permit or a daily temporary Missouri State parking permit or pay the parking meter and a state issued placard or license plate. Motorcycles may not park in any blue striped areas by handicap parking spaces.
