The Utility Users Tax (UUT) is a small local tax applied to utility services such as electricity, gas, water, sewer, cable, and telephone (landline and mobile). It is collected monthly on utility bills and must be approved by local voters.
The County levies a consumer tax on electricity, natural gas, and telephone utilities. These taxes are collected by the utility company and remitted to the County.

COMMUNICATION, ELECTRIC, AND GAS The Utility User Tax (UUT) is a usage tax of 4.5% on communication, electric and gas charges billed to a billing or service address in the unincorporated areas of Los Angeles County.
The new California charge will be $24 for most customers, but lower income households, who already qualify for discounted electric rates, will see fees of either $6 or $12.
Any other persons seeking exemption from the UUT must submit the general exemption form. The UUT Ordinance also provides an exemption for any service user who is disabled or who is a low income person sixty-two years of age or older on service supplied to the service users residential living quarters.
