Policy Overview. Unlike some states that honor multistate or out-of-state certificates under certain conditions, Arizona maintains a strict stance. According to the Arizona Department of Revenue, any buyer seeking to purchase goods tax-free for resale must use Form 5000A, the official Arizona Resale Certificate.
A license is required to sell food or other items on the public streets or sidewalks. Special requirements apply if you wish to sell items on private property. For your convenience, we suggest that you make an appointment prior to visiting License Services.
To get a resale certificate, a business must obtain a sales tax permit. Then that business can apply for the proper sales tax exemption forms, including resale certificates. Most states accept out-of-state resale certificates, but not all.
Businesses may register for a TPT license through .AZTaxes.gov. For remote sellers or out-of-state marketplace facilitators, the cost of a TPT license is $12 and it will be valid for the calendar year in which it is issued but may be renewed for subsequent years at no additional cost.
You are encouraged not to exceed a 12 month period. However, a certificate will be considered to be accepted in good faith for a period not to exceed 48 months if the vendor has documentation the TPT license is valid for each calendar year covered in the certificate.)
