What does HB 1227 change? Increases the standard for police and hospitals to take a child into protective custody through a law enforcement hold or a hospital hold. Increases the standard for a court to issue a pick up order directing DCYF or law enforcement to take a child into protective custody.
(1) A court of this state has temporary emergency jurisdiction if the child is present in this state and the child has been abandoned or it is necessary in an emergency to protect the child because the child, or a sibling or parent of the child, is subjected to or threatened with abuse.

These include if the person is abusing, threatening or exploiting you. A Protection Order means that person is not allowed to contact or harm you.
A Shelter Care Hearing is the first court hearing after a child has been removed from the care of a parent: Held within 72 hours, not counting weekends or holidays. A courtesy attorney is provided for the parent at the hearing.
