Is market value higher than assessed value? Sometimes, the assessed value is the same as the homes market value, while in other cases, counties apply an assessment ratio to determine the tax assessed value, often making it lower than market value.
To be eligible for SCHE, you must be 65 or older, earn no more than $58,399 for the last calendar year, and the property must be your primary residence. The exemption must be renewed every two years.
In order for property to be assessed consistently at a uniform percent of current market value, a reassessment must be conducted each year. This requires that the assessor analyze and evaluate the market, and change, where appropriate, the assessments of properties each year to maintain current market value.
If you own and live in a 1-, 2-, or 3-family home, you may appeal the Tax Commissions determination by filing a Small Claims Assessment Review Petition (SCARP) in New York State Supreme Court. SCARP forms are available at City County Clerks offices, which are located inside the borough Supreme Court buildings.
