Overview and Purpose. PASRR stands for Pre-Admission Screening/Resident Review and is part of the Federal Omnibus Budget Reconciliation Act. This was put into federal law for three purposes: To make sure people with mental illnesses in Medicaid-funded nursing homes are being effectively diagnosed and treated.
The full PASRR process should always be completed prior to admission. Appropriately credentialed nursing facility staff can complete the screening anywhere, including at a hospice home, an assisted living facility, or even a home setting.
In brief, the PASRR process requires that all applicants to Medicaid-certified nursing facilities be given a preliminary assessment to determine whether they might have SMI or ID. This is called a Level I screen. Those individuals who test positive at Level I are then evaluated in depth, called Level II PASRR.
To fill out the PASRR Level I Screen, start by providing the demographic information of the individual. Next, answer the mental illness screening questions based on the individuals history. Finally, ensure that all sections are completed accurately before submission.
A Level 2 Evaluation is a person-centered evaluation that is completed for anyone identified by the Level 1 Screening as having, or suspected of having, a PASRR condition, i.e., serious mental illness (SMI), intellectual disability (ID), developmental disability (DD), or related condition (RC).

In Maryland, a psychiatric rehabilitation program (PRP) is an accreditation-based licensed program that provides community-based comprehensive rehabilitation and recovery services and supports and promotes successful community integration and use of community resources.
The purpose of PASRR is to ensure that individuals being considered for admission to a Medicaid certified nursing facility (NF) are evaluated for evidence of possible PASRR conditions, i.e., serious mental illness (SMI), intellectual disability (ID), developmental disability (DD), or a related condition (RC).
