The Application for Temporary Smog Exemption, also known as REG 5103, is a crucial document for vehicle owners. It is an application that will temporarily exempt your vehicle from having to undergo a smog check during its registration process.
New Requirements for Smog Check Coming in 2025:- The Clean Truck Check (CTC) regulation, effective January 1, 2025, mandates that commercial fleets operating in or entering the state conduct emissions tests twice per yearramping up to four times annually by 2027.
Spend a minimum of $650 on emissions-related repair costs at a licensed smog check test and repair station (you do not have to repair your vehicle at the same station it was originally tested). The $650 can be a combination of repairs and diagnostics, but regular smog tests do not count towards the amount required.
Eight model years and newer - do not need a Smog Check for vehicle registration renewal. Instead, California law requires a smog abatement fee. This fee is due with your DMV vehicle registration renewal fees. To determine when a vehicle will need its first Smog Check, add eight to the model year.
Your vehicle does not need a smog inspection if your: Diesel-powered vehicle is a 1997 and older year model OR with a Gross Vehicle Weight of more than 14,000 pounds. Powered by natural gas and weighs more than 14,000 pounds. An electric vehicle. Gasoline-powered and less than eight model-years old.
