State taxation of individual income. There are currently seven states in which individual income is not subject to tax: Alaska, Florida, Nevada, South Dakota, Texas, Washington and Wyoming. In two other states New Hampshire and Tennessee only dividends and interest are subject to state taxes.
Beginning in tax year 2025, Iowa will transition to a flat tax of 3.8%. While that flat tax shift will eventually simplify the states tax system, current-year taxpayers may still need help understanding their responsibilities.
On March 1, 2022, Governor Kim Reynolds signed House File 2317. Division VI of that legislation excludes retirement income from Iowa taxable income for eligible taxpayers for tax years beginning on or after January 1, 2023.
The law, signed by Gov. Kim Reynolds in May 2024, lowers individual income tax rates from 5.7% in 2024 to a single 3.8% rate. It will give Iowa the sixth-lowest income tax rates among the 41 states that have the tax, according to the Tax Foundation.
As of 2023, Iowa residents over the age of 55 are no longer taxed on their retirement income thanks to a 2022 law. Iowa now has a flat rate of 3.8 percent on taxable income after a new law was passed in May 2024.
