Under federal law, public schools must look for, find, and evaluate kids who need special education. This is called Child Find, and it covers kids from birth through age 21. It applies to all kids, including those who are homeschooled or in private schools, plus kids who are migrants or without homes.
It begins with a review or screening of available information about the child. When screening indicates the possibility of an educational disability, the child is evaluated in relevant areas. When results indicate that a child is disabled and in need of special education services, an individualized plan is developed.
Although we specifically announce the reasonable time requirement only today, we think the requirement is implicit in the child find duty and as such was clearly established in September 1991.
Child Find is a special education service provided by the Baltimore County Public School System for identifying children from ages three through twenty-one who are suspected of having an educational disability and who may be eligible for special education and related services.
In Maryland, family law courts will generally consider the childs preferences once they reach the age of 16.
