Yes, fourth-class (freshman) and third-class (sophomore) cadets may leave or disenroll from the Academy with no penalty. When cadets attend Commitment Dinner they will formally commit to the service of their country.
Cadets are permitted to leave base, but there are certain rules and regulations that dictate when, where and how often. The privilege to leave increases in quantity over the four years as a cadet progresses. Cadets may also visit their assigned sponsor families.

People also ask

Cadets are allowed their first two years at the academy to decide whether they are willing to make this commitment or if they would rather leave. This decision is formalized in a ceremony called Affirmation (as in, they are affirming their initial decision to join the Army from two years earlier).
What is the Air and Space Forces commitment after graduation? Although the commitment length depends on a cadets career and other opportunities, including graduate or medical school, all graduates must serve at least five years on active duty and three as inactive reserve after graduation.
