To resolve this error, simply make sure that you have included \begin{document} after the preamble in your main document.
A runaway argument is usually caused by a missing closing brace. The next line indicates where TeX got up to before things started to go wrong. In this error message there is no line number but you can use the information that has been supplied to help you track where the error might be.
This is usually caused by a corrupted/incomplete . toc or other intermediate file, and is frequently a sign that your project is running into its compile timeout limit. You can first try to clear the intermediate files by clicking on the Recompile from scratch option at the bottom of the error message window.
Refresh your browser page. Clear your browsers cookies and cache (especially the cookies). Use the Incognito/Private mode of your browser. Temporarily disable any browser extensions/plugins especially ad-blockers, download managers or firewalls/proxies that you may be running.
If you dont have a local version of LaTeX installed, were happy to test this for you. If your document compiles locally, but not on Overleaf, the most common causes are compilation timeouts, or the use of uncommon templates or packages that do not come standard with TeXLive.

First, try clearing the generated files tex file and recompile, the generated files, still containing the errors, might still be read by the compiler, producing the same errors as before. You can try deleting the generated files before you recompile.
In Overleaf you have to navigate to Logs and output files (which is to the right of the Recompile button). A trash can icon can be found on the bottom right of this window. Clicking this will erase cached files forcing LaTeX to refresh bibliographys settings and hopefully fixing the problem.
