Building on the states plans to migrate from an outdated vehicle registration database to a modern, more efficient system, beginning in January, Kentuckians will now keep their license plates when transferring vehicle ownership- a move that will improve convenience and save money for some Kentuckians (KRS 186.190).
You can get insurance on a car with a salvage title after the car is repaired, inspected and issued a rebuilt title. At that point, you will be able to get liability insurance with the rebuilt salvage car, though some insurance companies will be hesitant to provide full coverage for the vehicle.
In Kentucky, salvage titles are issued when a vehicle has been wrecked, destroyed, or damaged and the cost of repairs exceeds 75 percent of the vehicles fair market value. Once a vehicle is repaired to roadworthy condition it is issued a rebuilt title.
Bring the old plate with you to the county clerks office, and your chosen vehicle can be registered with that same tag if it has not expired. If you forget your old plate and leave it with the person who bought or traded for your former car, you will have to purchase a new plate upon registration of the new vehicle.
Starting in 2024, Kentucky will shift from a plate-to-vehicle to a plate-to-customer model. Beginning in January, when a vehicle is transferred with an unexpired registration, a seller will remove and keep the plate that was on the vehicle they sold.

You must surrender your title and license plate to the county clerks office in order to cancel the record. Not cancelling the record will result in future taxes on a vehicle you no longer own.
