The law provided protections for tenants who were given an eviction notice because they were unable to pay their rent or other charges between March 1, 2020 through March 31, 2022, due to COVID-19-related financial distress.
After more than two years and multiple extensions, most remaining elements of Californias COVID-19 eviction moratorium have come to an end. June 30 was the last day for both the COVID-19 Tenant Relief Act (CTRA) and the COVID-19 Rental Housing Recovery Act.
According to AB-1482, the Tenant Protection Act of 2019, the maximum that landlords can raise rents in California is 5% per year, plus the percentage change in the cost of living according to the consumer price index, or 10% of the lowest rent increase at any time during the 12 months (whichever is less).
The Tenant Protection Act of 2019 (AB 1482) restricts rent increases in any 12-month period to no more than 5% plus the percentage change in the cost of living (CPI), or 10%, whichever is lower. For increases that take effect on or after Aug. 1, 2022, due to inflation, all the applicable CPIs are 5% or greater.
Can A Landlord Raise Rent After The Lease Expires In California? Yes; you can raise the rent after the lease expires. Holdover tenants are considered to have a month-to-month contract with you. This means you can increase rent by either 5% plus the local CPI or by 10%.

Most people hire a lawyer to write their demand letters, but you can write it yourself. First, check the rules of the state or local courts where youre planning to sue, just to make sure that youre not required to have an attorney present the letter.
The eviction process can take 30 - 45 days, or longer. The time starts from when you have eviction court forms delivered to your tenant to the time they must move out.
Be polite, concise and specific about what you want and what your next step will be if the problem is not resolved. For example, if it is a debt settlement, include the amount owed and the date it was due. If you are willing to accept a lower amount in settlement, say so. If not, make that clear as well.
Your landlord must apply for rental assistance by March 31, 2022 before they can try to evict you through the courts for failing to pay your rent.
