The Withdrawal Agreement Bill passed its third and final reading in the House of Commons on 9 January 2020, with 330 in favour to 231 against. On 21 January 2020, the House of Lords passed the bill after approving five amendments to it.
The Withdrawal Agreement protects the rights of those who have made use of their free movement and live in a state other than that of their nationality. It does not protect those who reside in the state of their nationality, regardless of whether they have returned home before or after the end of the transition period.
The Withdrawal Agreement provides EU citizens and their family members living in the UK at the end of the implementation period with the right to continue to stay in the UK. EU citizens and their family members can apply for residence status through the EU Settlement Scheme.
The exact terms of the transition period are set out in Part Four of the Withdrawal Agreement. It is currently foreseen that the transition period ends on 31 December 2020. It can be extended once by up to one to two years. Such a decision must be taken jointly by the EU and United Kingdom before 1 July 2020.
