Section 16-909 - Proof of childs relationship to parents (a) A father-child relationship is established by an adjudication of a mans parentage, by operation of subsection (e) of this section, or by an unrebutted presumption pursuant to this subsection.
In D.C., the duty to provide child support lasts until the child is 21 unless the child is emancipated. Emancipation can happen before age 21 if the child gets married, joins the military, or becomes self-supporting. The emancipation age is set by the state that issued the first child support order.
In short, an individual does not have rights as a father if they are not on the birth certificate for the child. Although these rights are critical to ensure fathers maintain a proper standard of care for their children, they are not granted to fathers if they are not on the birth certificate.
Because each child support order is unique to every case, there is no set minimum for what a parent must pay. Instead, the proper amount will be determined by the states set formula to calculate a fair payment that can properly care for the children involved.
The minimum rate for child support periods starting on or after 1 January 2025 is $534 per year.

If the Court finds that the unemployed or underemployed non-custodial parent has the ability to make child support payments, it will presume that the non-custodial parent is able to pay a minimum of $75 per month.
(n) The child support obligation, including additions for health insurance premiums, extraordinary medical expenses, and child care expenses, shall not exceed 35% of the adjusted gross income of the parent with a legal duty to pay support.
Paternity is a prerequisite to these parental rights. Once paternity is established, a father may pursue child custody and visitation rights. Many states offer simultaneous filing for paternity recognition and visitation and custody rights.
